@Squirrelz Bro the "Criminal Enterprise Starter Pack" is entirely different to "Criminal Enterprises DLC".
The "Criminal Enterprises DLC" is the latest major update to GTA and is free. The "Criminal Enterprise Starter Pack" is a pack of vehicles and businesses for GTAOnline and is not free.
The "Criminal Enterprise Starter Pack" (that you have purchased) is not needed for this mod.
