@Number1GojiFan I'm remaking the mod from zero with menyoo, because map editor is evil and for someone doesn't work, (this will fix some problems). For sure i will be more detailed and locations like humane labs will have more security.

@dono21091992 This is simple to fix. If you got the native trainer you just need to teleport far away from where you are.If you haven't the native trainer just take a plane and fly very high, when you will comeback to the ground the npc will spawn normaly in their cars.
@kingle92 I don't know why that happens, try to reload again the map.
