I recently figured out how to add more ped voices to a voice group, so if I wanted to add more ped voices to a voice group which has only one voice, I can do that no problem with editing the game151.rel file.
But adding more voicelines to an existing voice group?
Can't do that, unfortunately.
I tried doing something similar to what you're trying, but no luck.

Great mod, I have my loadouts.meta and dispatch.meta modded where the FIB and NOOSE use AP Pistols and it makes 4 and 5 star wanted levels intense!
