What programs do you use to make your own mods?

anyone know how to extend how many DLC items you can have?

could you turn this into the one:1? it'd be awesome to have the one:1 into this and the body is the same, just needs canards, a different spoiler, and different paint job

The only thing I could change about this is the engine sound, I made it sound like the franken stainge or however you spell it but otherwise I'd say it's a perfect mod

this needs an update badly, it doesn't even work anymore

every time i go into the "player" option, the game crashes now, i think this needs an update
