@3id Sorry I never know about that before...
I got this idea when I turn on the auto repair in trainer and it causes the same problem when you make your car run very fast and hit something
@3id maybe after modifying the handling you need to add some script like fire proof, explosion proof, no visual damage, and other thing to make the car completely invincible because the handling can only do weapon proof, collision proof, and deformation proof

Maybe you can fix the "instant stop" problem when the car moving really fast by disabling the auto repair and do some handling editing (turning fCollisionDamageMult, fWeaponDamageMult, fDeformationDamageMult value to 0)
I think this method will work because the optional DLC Pack has it's own handling.meta
