V PropRestore is a mod that aims to restore props that are unable to spawn due to a bug/feature in RAGE's code.
In Grand Theft Auto V, props that set to Low Priority in Map Definition files don't spawn.
I figured the best solution or workaround to this problem was to set all those props in the Map Definition (YMAPs) files from Low Priority to Required Priority.
This would guarantee that all of those props would spawn even if the graphical settings were low.
I also thought that because most of those props are pretty much details. The performance impact would be minimal. With a tremendous increase in quality and liveliness on the game.
Feel free to look at the thread in GTAForums for an extremely detailed post with all the information about it :D
Installation Instructions:
There is a read-me inside the zip with all the details

Ttokenblackguy - For discovering the priority bug
GooD-NTS - For OpenIV and OpenFormats which helped me create this mod
Dexyfex - For creating CodeWalker, an absolutely amazing tool that sped up the process of making this video.
Spider-Vice - For helping me out with tips, discussing the problem, digging files and sharing screenshots with me.
Observations:
There may be issues. I don't think I have encountered any weird props showing up in weird locations. However, I'd be please to know if there is anything that can be changed.
The props on my end are restored, they are not additions (well, one could say they are). I only processed the original files with a Python script.
The folder structure inside the RPF is simple as to make modifications easier for me.
CHANGELOG:
v1.1 - Fixed an issue that would cause the world not to render with MP Maps enabled
ISSUES:
The props won't show up with MP Maps enabled.

Yup!
Realism
nice
Finally!
Wow.
Hi love this, was super excited to try it out streaming it to fivem. Somehow it doesnt load any props. Regardless of mp maps disabled or not.. any idea why? @BlackScout
@BlackScout I wonder if there any difference between your and this mod.. https://www.gta5-mods.com/scripts/low-priority-prop-restore
Good idea with this mod. Hope to see more updates soon!
@Gta5KoRn The other mod is an script that enables all the "hidden" props. This is a "dlcpacks" DLC folder containing a lot of YMAPS that weren't loading by the game itself. I think the script option is better because enables all of them, while I don't know if this one does the same.
Can I use this mod along with https://www.gta5-mods.com/scripts/low-priority-prop-restore ?
@Reyser As far as I know, both mods accomplish the same thing. The script forces all low priority objects to spawn, whereas this tackles the issue closer to the source. The ymap version might be better if there are missions that temporarily remove certain props, as well as authors being able to take these props into consideration and moving/deleting them when making their own ymap mods if they have this installed - creating compatibility.
In my opinion, this mod is a necessity. It is an oversight from Rockstar and if you want the true GTA V PC experience this is required. The detail and fixed scenarios are a must.
@cp1dell Yeah I agree, I was thinking on using this one instead of the script option (for RCA mod compatibility mainly), but I don't know if this one includes all the disabled props as the script option does :/
@Reyser It does. Blackscout write a python script that went through and edited all the low priority props to medium. Everything is restored.
IDK if this mod works exactly as intended for me. I installed it correctly I am sure of it as I have installed similar dlcpack mods previously. I went to the LS beach and there seems to ne more props indeed but then I went to simeons place and there were no yellow poles in the parking spaces. So IDK. I have open all interiors mod but I have turned off the online map option so there should be no problem. Any tips?
neat mod
@BlackScout Are you still around? id like to get permission to use this mod in world of variety.
Credit will be given, of course.
Ignore my previous comment
@Cass This will improve more the world itself!
So is this one compatible with RCA? Does anyone know? Trying to find out before I switch from the script one.
@SnakeSlippers ?
